这句话是否有错。and连接并列关系，而raised与前面的expect 明显不符

raised表达与前面的expect 还是匹配的，前者（expect）表达预测将有一场争论；后者（raise）表达引起注意。一开始这个并列关系我也没有理解。

这句话我感觉没错。这句话说的是 Dorthsy Brizill expects a fight and raised concerns. 意思是这个人希望人们就。。。展开讨论，以及他希望引起人们就。。。的关注。and 连接的是并列结构：a fight...和raised concerns... raised在这里不是动词，是动词过去分词做形容词，修饰concerns,意思是“与日俱增的关注”. 前半句a fight over where to locate the dispensaries结构比较简单，就是一个over引导的宾语从句，“一场关于让病人在哪儿取药的争论”；后半句raised concerns about medical marijuana ending up being illegally sold on the streets, 看似复杂，其实是about 引导的宾语成分, ”他希望人们能对医用吗啡被非法在市面上出售的现象给予更多关注“，ending up...是medical marijuana的伴随状语，“结局是。。。” being illegally sold on the streets “被非法在市面上出售” end up doing... “结局是” being sold 被动
