Bernard Bailyn has recently reinterpreted the early history of the RIVN>G[;L
United States by applying new social research findings on the n(F<
experiences of European migrants. In his reinterpretation, migration :h](;W>H
becomes the organizing principle for rewriting the history of =tvm=
preindustrial North America. His approach rests on four separate sO f)/19
propositions. N?u2,h-
The first of these asserts that residents of early modern England |RbUmuj
moved regularly about their countryside; migrating to the New World j
Wb\"0)
was simply a “natural spillover”. Although at first the colonies Se]t;7j
held little positive attraction for the English — they would rather b ffml
have stayed home — by the eighteenth century people increasingly I^C
]6D{
migrated to America because they regarded it as the land of !nD[hI8P
opportunity. Secondly, Bailyn holds that, contrary to the notion that t+Tg@~K2[>
used to flourish in America history textbooks, there was never a ;lPhSkD
typical New World community. For example, the economic and -B++V
demographic character of early New England towns varied considerably. BDm H^`V
Bailyn’s third proposition suggest two general patterns UVuuIW0k
prevailing among the many thousands of migrants: one group came as :ftyNaq'
indentured servants, another came to acquire land. Surprisingly, [>Qs
MUvak
Bailyn suggests that those who recruited indentured servants were the N`mC_)
driving forces of transatlantic migration. These colonial cH8H)55F
entrepreneurs helped determine the social character of people who IU"!oM ^
came to preindustrial North America. At first, thousands of unskilled kc/H
|D_n4
#X7u
laborers were recruited; by the 1730’s, however, American employers B 0fo[Ev
demanded skilled artisans. K`mxb}
Finally, Bailyn argues that the colonies were a half-civilized dL Py%q
hinterland of the European culture system. He is undoubtedly correct 9bYHb'70
to insist that the colonies were part of an Anglo-American empire. (6_/n&mF
But to divide the empire into English core and colonial periphery, ^|axt VhMO
as Bailyn does, devalues the achievements of colonial culture. It is oFA$X Y
true, as Bailyn claims, that high culture in the colonies never P6Ol+SI#m
matched that in England. But what of seventeenth-century New England, m3ZOq
B-
where the settlers created effective laws, built a distinguished < 2
r#vmM
university, and published books? Bailyn might respond that New
]$X=~>w
England was exceptional. However, the ideas and institutions "PM:&v
developed by New England Puritans had powerful effects on North T%b^|="@
American culture. 6v#sq
Although Bailyn goes on to apply his approach to some thousands A^jm<~
of indentured servants who migrated just prior to the revolution, he mTu9'/$(
fails to link their experience with the political development of the +Gs;3jC^
United States. Evidence presented in his work suggests how we might *^m.V=
make such a connection. These indentured servants were treated as {twf7.eY
slaves for the period during which they had sold their time to American Nr7.BDA
employers. It is not surprising that as soon as they served their time =
ft$j
they passed up good wages in the cities and headed west to ensure their R3=E?us!
personal independence by acquiring land. Thus, it is in the west that =<tEc+!T3
a peculiarly American political culture began, among colonists who *8HxJ+[,[
W_lNvzag
were suspicious of authority and intensely anti-aristocratic. w6Ny>(T/
