Bailyn suggests that those who recruited indentured servants were the Il<ezD{

But to divide the empire into English core and colonial periphery, _gP-$&JC  
as Bailyn does, devalues the achievements of colonial culture. It is 7j\jOkl V  
true, as Bailyn claims, that high culture in the colonies never ;S^7Q5-  
matched that in England. But what of seventeenth-century New England, Kj*:G!r0.:  
where the settlers created effective laws, built a distinguished {K+]^M  
university, and published books? Bailyn might respond that New n4Eqm33  
England was exceptional. However, the ideas and institutions Fu#mMn0c  
developed by New England Puritans had powerful effects on North G+f@m,

Although Bailyn goes on to apply his approach to some thousands i^u5j\pfY*  
of indentured servants who migrated just prior to the revolution, he ?hwT{h  
fails to link their experience with the political development of the iKuSk~  
United States. Evidence presented in his work suggests how we might X{b qG]j  
make such a connection. These indentured servants were treated as 66l$}+|Zzc
