But to divide the empire into English core and colonial periphery, qpJ{2Q  
as Bailyn does, devalues the achievements of colonial culture. It is $XBAZ<"hd  
true, as Bailyn claims, that high culture in the colonies never fQnwy!-\  
matched that in England. But what of seventeenth-century New England, @^ ik[9^H  
where the settlers created effective laws, built a distinguished MYe HS   
university, and published books? Bailyn might respond that New %OcGdbs  
England was exceptional. However, the ideas and institutions BsZ{|,oQnZ  
developed by New England Puritans had powerful effects on North 3}1ssU"T

Although Bailyn goes on to apply his approach to some thousands Vy G4(X va  
of indentured servants who migrated just prior to the revolution, he Q}A=jew  
fails to link their experience with the political development of the M~6@20$oW
